A very handy module. Not to be used in all the websites though, which might explain why it does not have a pledge to have a full working release for Drupal 7. What does this module do? Allows administrators to inject CSS into the page output based on configurable rules. I would like to emphasize the administrators role should only use this module, since allowing end-users to modify the CSS will be dangerous.
