How to categorize new content as Hierarchical Select does?

I've been trying to figure out how I can categorize new content in a similar way as Hierarchical Select does, that is, if I have a hierarchical taxonomy that I want to apply to the new content, I select the top level first, which then populates another list with the next level in the hierarchy, and so on. It's like when you have a list of countries, you select the country fist from the country list, then select a city in another list which only shows the cities that belong to the selected country.

I was hoping Hierarchical Select would allow me to do this but it apparently does not support categorizing new content, as I still get the old way of select the taxonomy term(s). Also, it does not support doing this using a CCK field in the version of Drupal I'm running (6.13).

Since I will be using fairly large taxonomies I need to be able to populate the lists with the minimum amount of information based on what the user selects. HS would be perfect for this but according to discussions I've read, it seems that the complexity to get this to work when registering new content is quite high.

Maybe Taxonomy Manager can do this but I haven't tried it since it is incompatible with Panels 3 which I'm planning on using. If Taxonomy Manager can do this dynamically, then I might consider ditching Panels.

Do I have any other options?
