Install only sees SQLite

So I'm trying to install Drupal on my University's server. I'm part of a club and we are using Drupal to run our website which is hosted on the university server. When we tried to install Drupal it only saw SQLite as a database type option. The site I created is for a newspaper and is quite hefty, I developed this website on my own server and now I'm trying to get a clean Drupal install on the University server then install the appropriate modules, themes, and so forth.

The site I originally developed on my server was using MySQL, not SQLite. I know this shouldn't be too much of an issue (I think?) but when I installed Drupal on the the University server with SQLite (being the only option), the site runs INCREDIBLY slow. So slow that it would be a useless website, as no one would be patient enough to browse through the content.

I talked to one of the University tech and they assured me that the server has all of the requirements posted on Drupal.org. This is the response he gave me:
"The configuration of our server certainly could be an issue, however, we are running Apache/2.2.6. The document states the required version as 2.x. Clearly we are there. Our MySQL is version: 5.0.41The Drupal docs say the require 5.0.15 or higher. We're obviously OK here, though at this point you need to remember that you're using SQLite, which Drupal installed for you. One would guess that whatever it installed, should be sufficient.. The last component is PHP. We're at PHP 5.2.5 which is the exact version they require."

One thing he didn't mention was that it ran Php Data Objects (PDO). However, I created a database manually and added some content using phpMyAdmin and ran an SQL script in a .php page and echoed out that data successfully, does that mean that Php Data Objects (PDO) is "installed?"

So my problem is this, why is my site running so slowly on this server when it's capable of running dozens of other larger websites for the university, so I don't think it's a spec problem! And it runs fine on my other server! One thought is that it's not using MySQL, maybe that has nothing to do with it? And if that could be the case, why won't the installer recognize the MySQL database?
