List of Core Required Modules not showing

When I add new content (pages,books, etc) the options for input format, menu, authoring, publishing etc are grayed out and not accessible. The title and body are the only things I can enter. Everything works fine on pages I already created.

When looking at the list of modules the list of Core Required Modules is empty. I don't know if it is related, but the other module lists are not collapsible.

I checked the modules directory and all the Core Modules are there. I even recopied them from another site to make sure they aren't the problem. The theme files appear to be OK.

I believe my site got hacked via a remote take over of my computer. My computer crashed as a result of the hack, and now when accessing my site I have the above problems.

Do any of you have an idea of what they could have done? Do you think they changed a Drupal setting or did something with a file?

Any suggestions of what I can try is appreciated. You folks are so much smarter than me (and I say that with all sincerity!).
