SMS Sending Actions for Rules

Integrate SMS Framework basic capabilities with the Rules module, mainly by two actions:
Send an SMS - send a message to a comma-separated list of phone numbers
Send an SMS to user - send a message to a comma-separated list of user ids (using the sms_user optional module)
