Porting Magazine Website to Drupal

I am the editor-in-chief for an international relations magazine that is looking to overhaul the back end of its website. We're looking for a site overhaul, not merely the creation of one or two modules. Below find the text of an estimate request that we have been sending to people. We are a student-run international relations magazine looking to overhaul our website. We have a site that has been having security issues, possibly related to an insecure CMS. In general, the CMS is very unmodular--it is difficult to add new sections or update the website. We are looking for a redesign of the website's back end that essentially preserves the current design and layout of the site. We would prefer that it use Drupal or Joomla, in order to streamline maintenance and updates and ensure better security.
