Diggit Drupalextras

I have been trying to install Drupal 6.13 and have got stuck. The page does not give me an error on the page. I have made it to the "Configure Site" were you put your site name and email address, password and set the time but it runs and runs than poof! I have to re-type everything in. I am running IIS V 5.1, MySql 5.1 and PHP 5.2.10. I have configured my PHP.ini correctly or at lest I believe it's done right. Drupal seems stuck....I have to be missing something simple. Has anyone seen this on an install? Any help would be appreciative.
